Job Description Summary
This position will report to and collaborate with the Executive Associate Comptroller - Corporate Tax, Compliance, & Payroll to effectively incorporate a Tax Strategies and Risk Assessment Compliance program within the University of Pennsylvania's system operations and departmental programs.

The Compliance Manager will be responsible for identifying and assessing areas of compliance risk in the organization and making subsequent recommendations based on those assessments; communicating the importance of the Tax Strategies and Risk Assessment Compliance program; developing and communicating procedures and policies which will form the basis of the compliance program; developing and implementing various educational programs addressing tax compliance matters; and implementing internal reporting processes.

This position requires strong leadership skills, high integrity, a deep understanding of accounting standards and tax regulations, and the ability to represent the organization on many levels and on multiple project teams. The Compliance Manager plays a critical role in establishing and communicating best practices, while also ensuring compliance with all local, state, and federal tax regulations.

Job Description

Key Accountabilities and Responsibilities
  • Research tax and regulatory requirements.
    • Lead, identify and manage tax compliance risks of the organization and offer recommendations to mitigate risk as part of the multi-year Tax Strategies and Risk Assessment program
  • Develop periodic reports to the Executive Associate Comptroller on the compliance program
  • Perform reviews of school and center compliance and adherence to University policies and procedures. Develop a resolution documentation investigations and other issues that may be detected through audits, including the development of corrective action plans, as needed.
    • Key areas of focus include general tax compliance requirements, employment tax matters, unrelated business taxable income concerns, compliance with special rules for tax-exempt hospitals, as well as monitoring and communicating legislative and regulatory changes
    • Develop a dashboard or other metrics on school and center compliance with regulations and policies
  • Develop educational programs related to financial policies/procedures for all employees, contractors, or others working with the organization.
    • Work with administrative leadership to develop procedures and training so that staff have the requisite background information and working knowledge of tax, regulatory issues, and requirements to carry out their responsibilities in a compliant and ethical manner.
  • Work with department, school, and center stakeholders to implement and monitor a fully defined Worker Classification compliance program
  • Work with Human Resources and Office of General Counsel for successful implementation of remote workforce compliance strategy requiring.
    • Review and augment policies and procedures as required, implement the required changes and communicate to the University Community.

Qualifications and Job Requirements
  • Bachelor's Degree in Business, Accounting, or related field
  • 5-8 years of Payroll, Payroll Tax, and Corporate Tax experience preferred
  • Knowledge and experience with Department of Labor regulations on federal and state levels a plus
  • Proficient at MS Office Applications (especially Excel)
  • Multi-State payroll tax experience preferred
  • Auditing experience a plus
  • Working knowledge of generally accepted accounting principles, practices, and procedures
  • A proven track record of working across an institution to solve problems and advance the institution's goals
  • Strong analytical skills; well organized
  • Exceptional personal qualities; integrity and the highest ethical standards
  • Excellent written and verbal communication skills
  • Demonstrated ability to be detail-oriented and accurate.
  • Able to handle multiple tasks simultaneously.
  • Demonstrated organizational and prioritization skills, along with the ability to work within tight and often conflicting deadlines.
  • Must be flexible, show effective judgement, discretion and have the ability to handle confidential financial matters.
  • Work effectively in a highly matrixed and decentralized environment with the ability to navigate through ambiguity and demonstrate appreciation and support for diversity, inclusion and belonging in a constantly evolving academic/higher education environment.

Targeted Pay Range: $80,000 to $95,000 annually
