Job Description Summary
The Division of Facilities and Real Estate Services (FRES) provides the expertise, business process, policies and standards required to plan, design, construct, operate, maintain and renew the physical assets of the University, excluding the health system. In addition, the Division, comprised of approximately five Departments, is responsible for the strategic planning, management and operation of non-academic University property, and collaborating with the neighborhood to create a safe, diverse and economically vibrant destination. With close to 12M square feet of space, FRES maintains 186 buildings on a campus of 276 acres, completes over 60,000 maintenance requests per year, and starts approximately 250 projects a year. FRES is comprised of the following Departments: Administration, Office of the University Architect, Design and Construction, Real Estate, Operations and Maintenance.

The University of Pennsylvania is implementing a campus transformation entitled Penn Connects ( http://www.pennconnects.upenn.edu ). This comprehensive, award winning effort is expanding the campus over the next 20 years, including the construction of new academic research and recreational facilities. Job Description

Responsible for assisting the Operations Manager in the oversight and coordination of the Real Estate Department facilities operations with the objective of insuring optimum delivery of services by third party service providers. Role assists as a liaison of the facilities operations for the Real Estate Department and contracted service providers for the UCA Portfolio and the University departments, such as Environmental Health & Radiation Safety (EHRS), Public Safety, Facilities Department etc.

Must have a strong background in building operations, knowledge of HVAC and MEP systems in commercial and residential applications and the ability to read drawings. Demonstrated ability to manage multi-skilled technical groups and multiple competing demands on resources. Demonstrated excellent interpersonal, supervisory, team-building, written and verbal communication, and organizational skills. Candidate must be professional and detailed-oriented with financial, analytical and strong customer service skills. Monitor progress on capital projects to assess timely delivery and bid compliance, report energy management, sustainability data and assist University in addressing tenant complaints as necessary to assure customer satisfaction, and check and balance of property manager's management. Interact professionally with school/center clients, customers, vendors, and senior level administrators as needed in support of real estate department goals.

Experienced and proficient in Microsoft Office Suite software and familiar with Windows operating platform.

Job Duties:

Assist Real Estate Operations Manager in oversight of service providers by performing monthly property inspections to assess building function, safety and overall appearance of areas including common area, back of house support areas and grounds.

Conduct bi-weekly/monthly review/analysis of work order reports for commercial and residential portfolios, reporting findings, trends or recurring issues as required to appropriate parties.

Assist the Operations Manager in the capital planning process and oversight. Provide feedback on recommendations of identified needs. Assist in access and coordination of projects in shared Penn/UCA assets. Conduct capital project inspections and report progress towards anticipated schedule.

Input monthly utility usage data in EPA Portfolio Manager to meet energy benchmarking requirements, adding additional properties as needed to support the Climate Action Plan and the City of Philadelphia's benchmarking mandates.

Follow up and investigate tenant complaints that rise to owner's level to insure that service provider responses are timely and appropriate. This may include reviewing complaint history and advising service provider the appropriate action regarding tenant follow up.

Administration of Utility Shutdown Requests on an as needed basis to support capital projects. Collaborate with service providers, Penn facilities, schools and centers to coordinate multiple FRES trades that are required for shutdowns in shared Penn/UCA properties.

Administration of Office of Fraternity/Sorority Life (OFSL) portfolio collaboration as it relates to repairs and maintenance, walkthroughs, move in/move out logistics, alumni projects, and summer turn.

Other duties and responsibilities as assigned.

Qualifications:

Associates degree in any subject and at least 5-7 years of experience strongly preferred, or equivalent combination of education and experience. BA/BS preferred.

Three to five years of experience with commercial building MEP systems, specifically demonstrated knowledge of building HVAC and familiarity with building control systems as well as utilities infrastructure. Knowledge of city/state/codes and ASHRE standards.

Professional must be detail-oriented with strong initiative and customer service skills, ability to manage multiple competing demands on resources, and must be experienced and proficient in Microsoft Office Suite of software.

Candidates should submit a cover letter expressing interest in the position and a resume outlining background and experiences. The expected salary for the role will range from $65,000 - $81,000 annually based on the experience, competencies, skills and background that are relevant for the role.
