Job Description Summary
This role will report to and proactively collaborate with the Executive Associate Comptroller - Corporate Tax, Compliance, and Payroll to effectively incorporate a Tax Strategies and Risk Assessment Compliance program within the University of Pennsylvania's system operations and departmental programs.

The role will be responsible for proactively identifying and accurately assessing areas of compliance risk in the organization and making subsequent recommendations based on those assessments; communicating the importance of the Tax Strategies and Risk Assessment Compliance program; developing and communicating procedures and policies which will form the basis of the compliance program; developing and implementing various educational programs addressing tax compliance matters; and implementing internal reporting processes.

This role requires strong leadership skills, demonstrated ability to work with diverse stakeholders in a dynamic higher education environment, unparalleled integrity, ethical behavior beyond reproach, a deep understanding of accounting standards and tax regulations, exceptional critical thinking/data analysis skills, and the ability to represent the organization on many levels and on multiple project teams. The Compliance Manager plays a critical role in establishing and communicating best practices that support the University's education and research mission, while also ensuring compliance with all local, state, and federal tax regulations.

Job Description

Key Accountabilities and Responsibilities
  • Develop and implement educational programs for all employees, contractors, or others working with the organization;
  • Proactively ensure that the Tax Strategies and Risk Assessment Compliance program effectively prevents and detects violations of laws, regulations, or organizational policies. Key areas of focus include general tax compliance requirements and filings for tax-exempt organizations, affiliations and joint venture issues, conflicts of interest policies and reporting, employment tax matters, unrelated business taxable income concerns, tax-exempt bond financing, as well as compliance with special rules for tax-exempt hospitals, legislation and regulatory changes; Ensure that solutions, recommendations, project plans and implementation are in alignment with University's mission, value and goals and is customized to the structure and unique processes of the University.
  • Effectively collaborate and partner with department, school, and center stakeholders to implement and monitor a fully-defined Worker Classification compliance program;
  • Work with Human Resources and Office of General Counsel to develop a successful remote workforce compliance strategy requiring a successful communication strategy, implementation and project plans, ongoing sustainability and operational support and associated training/compliance checks/programs to support program delivery.
  • Review and augment policies and procedures, implement the required changes and communicate to the University Community. Develop a policy that identifies reimbursable expenses for the telecommuting population, the procedure for submitting expenses for reimbursement and the documentation required.
  • Regularly review the compliance program and recommend appropriate revisions and modifications, including advising administrative leadership of potential compliance risk areas;
  • Develop procedures, in conjunction with the Office of Audit, Compliance and Privacy (OACP, The University's internal audit group), as well as our external auditors, for follow-up and, as applicable.
  • Develop a resolution to investigations and other issues that may be detected through audits, including the development of corrective action plans, as needed;
  • Train OACP personnel to effectively audit schools and centers in areas of tax compliance, including, but not limited to, worker classification, sales tax etc.;
  • Act as liaison between Corporate Tax, Compliance and Payroll and OACP on all audit findings related to these areas
  • Develop periodic reports to the Executive Associate Comptroller on the compliance program;
  • Develop a dashboard or other metrics on school and center compliance with regulations and policies;
  • Work closely with Human Resources, Office of General Counsel and other applicable central departments to coordinate and communicate the impacts of potential emerging government regulations;
  • Work with administrative leadership to develop procedures and training so that staff have the requisite background information and working knowledge of tax, regulatory issues, and requirements to carry out their responsibilities in a compliant and ethical manner.

Qualifications and Job Requirements
  • Bachelor's Degree in Business, Accounting, or related field
  • 5-7 years of Payroll, Payroll Tax, and Corporate Tax experience preferred
  • Demonstrated knowledge and experience with Department of Labor regulations on federal and state levels a plus
  • Proficiency in Microsoft Office Applications (especially Excel and advanced functions)
  • Demonstrated proficiency with Workday preferred
  • Multi-State payroll tax experience preferred
  • Working knowledge of generally accepted accounting principles, practices, and procedures
  • A proven track record of working across an institution to solve problems and advance the institution's goals
  • Strong analytical skills; well organized
  • Exceptional personal qualities with demonstrated integrity and the highest ethical standards
  • Excellent written and verbal communication skills
  • Excellent analytical, communication, organizational skills required. Must have strong attention to detail and working knowledge of Microsoft Office (Excel, Access, and Outlook).
  • Ability to work collaboratively as well as independently, handle varied work assignments, prioritize tasks, demonstrated strong written and verbal communication skills and customer service orientation.
  • Excellent interpersonal, communication and presentation skills. Demonstrated ability to be detail-oriented and accurate.
  • Able to handle multiple tasks simultaneously.
  • Demonstrated organizational and prioritization skills, along with the ability to work within tight and often conflicting deadlines.
  • Must be flexible, show effective judgement, discretion and have the ability to handle confidential financial matters.
  • Work effectively in a highly matrixed and decentralized environment with the ability to navigate through ambiguity and demonstrate appreciation and support for diversity, inclusion and belonging in a constantly evolving academic/higher education environment.
