Job Description Summary
This Application Developer position serves as a developer for College Houses and Academic Services.

Reporting to the Director of College House Information Technology and under limited direction of Senior Application Developers: Create, develop, and deploy web-based applications. College Houses and Academic Services Technology primarily builds solutions using various platforms, including Cold Fusion and Drupal, while also supporting some additional SaaS hosted applications. This position requires a solid foundation in HTML, CSS and JavaScript. Some form of scripting knowledge using tools like CF, PHP, Python, Bash is required to help process routine data tasks. Application developers routinely work with data from internal/external SQL Servers and APIs. Command line tools are used to manage remote application servers and Git software repositories. The Application Developer administers full development environments with full QA and deployment protocols. This includes designing interfaces focusing on the end user's experience and ease of use; Organizing, planning, and leading projects; Creating documentation and supporting development process and redundancy; Assisting in monitoring, administering and maintaining all systems crucial to the division; Ensuring optimal up time to core constituency; Contributing to evaluating new software technologies and improving the College Houses and Academic Services IT infrastructure. Ensuring adherence to Security and Privacy Impact Assessments, and ISC technical requirements for University IT properties.

Job Description

Duties:

1. Assist with maintaining, supporting, and updating existing administrative applications and databases written in multiple platforms and used by the 6000+ students, staff and faculty that comprise the Penn Housing community. Provide customization's and webpage changes required to deliver an optimal experience to CHAS staff and related stakeholders.

2. Conduct good development practice with proper planning for developmental lead time, quality assurance and testing. Documentation of all development processes and systems authored. Takes ownership of application deployment when technical lead including building team schedules and communicating outcomes.

3. Work with CHAS IT staff and various other constituencies to analyze requirements, identify risks, make recommendations, design, and implement applications, develop ongoing maintenance processes and identify possibilities for future development.

4. Investigate, learn, and implement new web-related technologies as required to enhance web services and programming. Assist in developing and maintaining IT security policies and helps to define, convey, and demonstrate best practices in accordance with university policies and industry standards.

5. Collaborate with peers to develop long term strategies for optimized web properties as well as redundancy in support protocols for those properties.

6. Participate in various campus-wide evaluation teams and pilot programs. Participate in the departmental planning / implementation of computing policies and related educational efforts including staff and student training.

7. Other duties and responsibilities as assigned.

Qualifications:

A Bachelor's Degree and 0-3 years of experience or equivalent combination of education and experience is required. Solid understanding of object-oriented programming practices (minimum 1 OOP language), modern web development practice and server-side scripting. Strong knowledge of Javascript and command of JavaScript as a full web stack programming language with asynchronous function calls. Knowledge of web technologies such as HTML5 and CSS3. Understanding of RDBMS, MS-SQL and/or SQL Server tools. Familiarity with command line tools for server maintenance and development. Willingness to learn and support existing legacy platforms, including ColdFusion, and assist with supporting the Drupal CMS. Existing knowledge a plus. Excellent communication, organizational ability, with a fine attention to detail. Technical writing skills. Ability to maintain the confidentiality of sensitive materials, to work independently and as part of a team and to simultaneously manage multiple assignments of varying durations.

Budgeted Pay Range:

$55,000 -- $65,000 commensurate with education and experience
