As part of the Division of Human Resources, the Benefits Specialist Senior will manage all components of FMLA, STD and Paid Parental Leave which includes all aspects of compliance, problem resolution, policy interpretation and payroll processing for STD recipients. Review documentation to ensure that the University remains compliant with federal regulations. Position requires extensive knowledge of Penn policies and federal regulations, strong judgment, research, and decision-making skills as well as the ability to interact with all levels of management. Incumbent will be responsible for providing direction to HR affiliates and University staff.

Specific Responsibilities include but are not limited to:

  • Manage and administer all components of FMLA, STD and Paid Parental Leave Plans, including the collection and review of all applicable forms and letters


  • Analyze impact of changes in legislation on benefit plans and implement, as necessary, for FML, STD and PPL and notify appropriate personnel of recommended strategic direction


  • Manage database and employee files to maintain compliance and confidentiality


  • Train managers and business administrators on FML, STD and PPL processing


  • Process payroll for STD and monitor payments for accuracy


  • Explain and interpret FMLA regulations and University policies to managers, supervisors, business administrators and employees


We are seeking someone with:

  • Bachelor's degree and 3 -5 years experience in HR or a benefits related field or equivalent combination of education and experience.


  • Experience in the administration of FMLA and STD strongly preferred.


  • Ability to work independently, be detail-oriented, possess excellent communication skills (both written and verbal)


  • Strong interpersonal skills and strong computer skills, including experience with Microsoft applications.
