Job Description Summary
The Division of Business Services (BSD) supports the individual and collective needs of the Penn community by promoting a hospitable, customer-friendly campus environment through the provision of mission-critical services and essential operations. The Division is currently focused on three major initiatives:

1. Revenue growth/retention through improved marketing efforts, extended services, and development of new distribution channels.
2. Driving productivity for the Division and its customers through the better use of technology
3. Enhancing service offerings through upgrades and expansions of facilities.

Procurement Services, a department within BSD, manages approximately $1 billion of spending at the University. Driven by the pillars of Penn Compact 2022 of Inclusion, Innovation, and Impact, Procurement Services offers the following core functions:

  • Developing, implementing, and managing innovative procurement solutions to enable optimal process efficiency and make smart purchasing easy.
  • Identifying suppliers from diverse and marginalized backgrounds with whom the University can activate mutually beneficial relationships.
  • Sourcing and negotiating favorable procurement outcomes by leveraging the scale of Penn's spending to achieve best-value results.
  • Managing supplier relationships to ensure that University buyers' (faculty, staff, and students) needs are met.
  • Delivering positive impact in the areas of economic inclusion, environmental sustainability, and responsible supply chain management.

    Reporting to the Associate Director of Procurement Systems & Operations the Procurement Card Manager will perform administration of the purchasing card (P-Card) program which includes monitoring/overseeing the day-to-day operations of the program; strategic planning, operational management and policy administration for cardholders providing customer service and training for cardholders; auditing credit card transactions for compliance with University policies.

    DUTIES:

    The Procurement Card Manager oversees the University Procurement Card (PCard) Portfolio, which accounts for over $40MM annual spend across 3,000 card holders and 5 card programs with 3 bank partners. Duties include but are not limited to:
    • Overseeing the day-to-day operations of the program
    • Providing customer service and training for cardholders on PCard processes and policies
    • Auditing card transactions and ensuring compliance with University policies.
    • Acts as the primary contact for University cardholders for all questions, issues and concerns related to the University Card Program.
    • Will contribute strategically and tactically to furthering the success of University Card Programs.


    Q UALIFICATIONS:

    Required
    • High School diploma or equivalent, Associate Degree or above preferred and a minimum of 3+ years of experience as a Procurement Card Profession with general knowledge of Procurement Card procedures, or an equivalent combination of education and experience.
    • Knowledge of Procurement & Accounts Payable procedures and policies, Higher Education experience preferred.
    • Strong interpersonal skills and communication skills with track record of superior customer service.
    • Ability to work effectively in a professional team environment.
    • Effective verbal and written communications, including active listening skills, verbal presentation skills and skills in presenting findings and recommendations.


    Preferred
    • Highly proficient in Microsoft Office, especially in Excel and PowerPoint.
    • Strong analytical skills, collecting and analyzing data, evaluating information and systems, and drawing logical conclusions.
    • Ability to handle high volume of activity with high degree of accuracy.
    • Ability to work with limited supervision; self-motivated.
    • Skilled in planning, project management and in maintaining composure under pressure.
