Job Description Summary
The Senior Application Developer delivers systems solutions for business needs. This includes designing, coding, testing, implementation and maintenance of application software and associated middleware; interfaces and databases in highly complex solutions. Performs technical and functional analysis of information, processing and management systems; designs systems and identify interrelationships among systems. Develops and implements security, maintenance, installation and optimization of systems and applications either user created or third party database systems. The incumbent also recommends and establishes strategy and standardized procedures to streamline system implementations. Consults with departments on planning, selection and use of database products and services; may perform product research/design, acquisitions, audit, inventory and records management. Ensures adherence to technical, quality assurance, data integrity and security standards. Plans, organizes and manages projects and associated schedules and budgets. Collaborates with other technical team members and business clients to propose innovate solutions and resolve day-to-day technology issues in order to meet the needs of the clients. Participates in and, at times, leads the analysis, design/architecture and development of new innovative solutions as well as the refinement and optimization of existing systems. May supervise other IT staff.

Job Description

The Senior Application and Web Developer position partners with primary investigators, other faculty and staff to develop and maintain technology applications as well as reporting systems and capabilities using state-of-the-art development techniques and tools. The Senior Application and Web Developer will also be responsible for Department websites and integrating cross platform University and Health System applications, and will lead planning, design, and development efforts for various academic projects, such as developing a web-based system for tracking educational activities. This role is key to providing and enhancing grant based tracking and online presence.

Responsibilities

- GUI application and web development using human/computer interfacing concepts

- Independent application design, development, testing, and implementation

- SQL relational database design and query

- Server and application side scripting

- Wordpress website development using PHP for custom pages

- Work across technology organizations, communicating as appropriate in both high level concepts and processes as well as presenting information and data for non-technical audiences - Identify and recommend performance enhancements, increased or reimagined functionality of existing applications and sites

- Support and lead grant based activities, including website presence, SEO, tracking and reporting, related presentations

- Project management using life cycle methodologies

- Perform additional duties as assigned

Duties

Responsible for the design, development, and maintenance of Department systems and applications that support department Academic and Research initiatives. Such projects include recruitment and orientation for Residents program, faculty education and training reporting, T32 and SBDRC grant funded systems and associated reporting. Responsible for Department websites and integrating cross platform University and Health System applications. Lead planning, design and development efforts for projects, working closely with Vice Chairs, Associate Program Director, and Senior Leadership Team. Coordinate technology needs and support with appropriate University, UPHS, and Department resources.

Design, code, and support department applications, Intra/Internet web sites and related systems. Demonstrated mastery of a variety of diverse software development technologies and processes. (MySQL, MSSQL, Stored Procedures, C#, C++, ASP.NET (Core, MVC, WebForms), Visual Studio, WordPress, Azure), JavaScript, jQuery. Lead and manage projects using Software Development Life Cycle methods and reporting processes. Utilizing strong communication skills, will translate complex technical concepts and practices to audiences with varying levels of IT knowledge. Develop detailed project specifications for highly trained and experienced colleagues, based on user needs and expected outcomes.

PROJECT MANAGEMENT -Planning, design, coordination, estimating, implementing end user/customer specifications following SDLC processes.

APPLICATION DESIGN, DEVELOPMENT AND SUPPORT - For web, smartphone, tablet

SYSTEM COMPLIANCE - HIPAA, PennMedicine, Department

DATA MINING/REPORTING/EVALUATION - Google Analytics, SQL query, data summation

SYSTEM AND APPLICATION DOCUMENTATION - Wiki, end user, system design

PREPARATION AND PRESENTATION OF PROJECT STATUS: Narrative, written/oral, MS PowerPoint, MS Project. Will lead project discussions with Faculty, staff, and Senior Leadership.

Qualifications

BS in Information Technology and minimum of 3 years of experience or an equivalent combination of education and experience required. MS in Information Technology and 5+ years applicable experience preferred.

REQUIRED: MSSQL, WordPress, ASP.NET (Core, MVC, WebForms), C#, C++

- Skilled in developing Wordpress sites, including informational and order entry systems.

- Experienced using source code version control

- Complex database design and optimization.

- Code optimization techniques

- SCRUM framework for software development/Agile software development life cycle process.

- Implementing and tracking SEO, Google Analytics

- Demonstrated exceptional written and oral communication skills. Must be able to explain highly technical concepts and practices to a non-technical audience, as well as translate end user needs to programmers and IT management.

- Project evaluation from a high level down to coding detail, providing accurate estimates of time and technology requirements.

- Faculty interaction, providing reports, data summaries, and narrative to support grant funding requirements.
