The position also counsels non-unionized staff and managers on a wide range of staff and work-related issues and provides guidance on the interpretation and application of University policies and procedures, federal, state, and local laws. DUTIES:

Assist in the development of the overall labor relations strategy for the University. Responsible for the contract administration of six (6) collective bargaining agreements. Act as Third Step Grievance Hearing Officer for the University. Negotiate fiscally responsible collective bargaining agreements. Consults with and advises managers and staff on a wide range of work-related issues, including but not limited to performance management, conflict resolution, organizational restructuring, and staff leaves. Consults and coaches managers on strategies to enhance and maintain positive employee relations and high productivity
Train managers and supervisors on all labor relations issues including, but not limited to, grievance and arbitration preparation, positive employee relations, TIPS/FOE, Essentials of Management and any other training as assigned. Administer all staff relations programs such as staff (non-union) grievance procedure, performance appraisal and introductory review programs, progressive disciplinary processes, Workplace Issue Resolution Program, and position discontinuation and staff transition programs.
Serve in the capacity of trustee on a union sponsored health and welfare fund and, on a union-sponsored legal fund.

QUALIFICATIONS:

BA/BS required MA/MS in Human Resource Management or Labor Relations preferred. Five to seven years of progressively responsible and varied experience in the Human Resources/Labor Relations field. Demonstrated experience in labor relations with five to seven years acting as first chair in collective barging sessions. Must have experience with multiple unions and in administering multiple collective bargaining agreements to include grievance handling, contract and policy interpretation. Extensive knowledge and understanding of the NLRA and other relative federal and state labor and employment laws. Solid employee/labor relations, conflict resolution, project management and coaching skills required. Excellent organizational and time management skills and excellent written and oral communication skills are required. Ability to interact effectively with diverse individuals at all levels. Understanding and/or the ability to understand and apply University policies and procedures as related to human resources and labor relations. Demonstrated ability to initiate, develop and implement a wide range of labor relations and human resources programs independently and in collaboration with other HR professionals. PHR, SHRM-CP or SHRM-SCP preferred.
